How could this be impossible when she has 8 mythological beasts, 400 high level demons, and Xiu who can get them for her?

Well, considering that the 8 mythological beasts represent pretty much the entire population of them within the country that very well might have the most out of any other on the Radience continent, the 400 high demons are a result of being in the biggest capital of the Barren lands (plus the cities surrounding them), and that SYX doesn't like relying on Xiu unless it's something that far exceeds her pay grade, I think it's quite reasonable.
