best bet is that she’s No.1, it makes sense why (like another commenter said) Feng would call her sister. but wasn’t he raised a little before he became part of the experiment?? she should’ve been less than a year old if she was No.1 and Feng wouldn’t know her unless he was actually older than her. my other guess is that Shen Siyu is actually No.1.
