I am wondering how are the herbs cheaper I thought they would be more expensive

Probably because the elves have more knowledge about handling these herbs than humans do. They probably know how to turn these herbs into crops and grow them in abundance like we grow carrots and other vegetables today. Plus humans are wasteful and we tend to take more than we need. There's also the fact that elves are one with nature.
