Because unlike other villains, he's cold, calculative and cunning. Instead of using his own hands, he's using borrowed knives to test the limits of her power, while also whittling her down. His aim is not to cause a senseless massacre, but to induce despair. He would rather sacrifice hundreds of thousands, if it could make them despair and seek salvation.
