Phew! Thank God, he chose to be an empty shell than not paying the soldiers's compensation. He might have sell his empire's independence to SYX, but at least he keep his soldier's loyalty (for now). If he sold his throne which made out of gold, he might lessen his debt. But, he wouldn't even be able to keep the appearance as royal family (and let the imperial family lose its dignity and authority).

Considering the amount of money he should've given to her to maintain the city for winning it, I'd say his debts are pretty justified!

So, he should give her money (in addition to the fund she's stolen twice from his treasury) to build and maintain 50+ cities which are more luxurious and strong/reinforced than the capital city of his empire and get NOTHING in return? Because according to SYX, he should do it since the beginning and he has no right to ask for anything from her territory.

She got all the income from the Barren Land because unlike his promise (and other 3 nations behaviour) he did not supply any funds, material or people. Yes she stole money from him, but other countries supported 5 years worth or so of development. They deserve a return on their investment, he doesn't as he didn't willingly make one. By betraying her and declaring her as not a citizen of his empire he gave BSP the opening to claim it was okay for him to attack her lands. The result of the hard work of her and her companions and nothing to do with him. He then destroyed much of that hard work merely because he was foolish enough to be used by BSP. I don't think it is wrong for her to claim compensation from him. Ok so she's being brazen by asking him to foot the entire bill and then going to do the same with the other countries but she also has to rebuild her infrastructure, take on the BSP and convince all the other races to join an alliance against the devils. That's all going to take money.
