I think it has something to do with that Young Master Xun. He's the first perfect experimental subject of race integration a thousand years ago. Maybe he somehow blackmail the dragon to collude with him and the undead to kidnap the merfolk. After all, Ouyang Huanyu and co. needs enough source of merfolk's blood for their experiment.
