I don't think she should be able to. Not until she unlocks her seal and can completely transform into a dragon. Rn her blood is not really pure dragon blood technically

I believe she can. Despite being half-elf, her blood was testable by the tree of life sap. I'm guessing that she'll be able to do so after her seal breaks. Little Feng would be better here, since his dragon tendency is pretty prominent.
