Bian can change his form into a chibi? Or, maybe he is to embarrassed to do so. The dragon god should be able to do the same.

Technically, he can. But, it will greatly violate his own belief of uprightness and integrity. As a powerful adult vicious beast--a Holy beast at that--transforming himself to be a weak human toddler is no different to concealing his power to deceive the opponents.
