That's war. Even if they don't physically step in other cities or populated areas, just thinking about the explosions from magic and what not, they'll definitely expand. In the middle of battle, the warriors won't think about containing their attacks so it won't affect a village miles away. They'll only think that, if they don't stop the enemy where they are, the whole humanity will suffer. In this case, what's most important is that some survive. Not how many.It would be best if the majority survives, obviously. And the 4 countries should really have made something like the Barren Land's underground cities so that civilians can all hide and store their food.War, even in real life, is one of the most disgusting, selfish, evil act that I'm aware of.
