The devil army's placement is slightly different from the usual placement I've known. Afaik, the strongest parts of army are stationed by the highest ruler's (president, prime minister, king, or emperor) side. Then, on the regions prone to regional conflict (war zone) such as the border or surrounding the suspect of rebel. Then, the rest are guarding the other regions and there will be rotation every several years. According to this chapter, the strongest, most diligent part of the army were concentrated in the center of their territory. They only have the most slacking and/or weakest soldiers on their border. And that's also the case with the elves. The things is, I understand why the elves do this kind of army placements. The elves' dependence on the tree of life and their disposition as peaceful race with no plan to go on war have a lot to do with it. But, according to this book's narration, the devil are ALWAYS "on position" that they have ability to attack the surface world the moment the gate was opened. And that's why the god's envoys and Siyu had been stationed there. Is that mean the weakest and laziest part of the devil army were so strong that the surface world needed the strongest group of human race and a demigod to content against them?
