They have the best in their country, apparently this other school is from a different country also other school seems to be focused on pharmacology rather than just a pharmacological department. Kind of the difference between a music department of a general uni and a specialised music school I guess.

Because it's a book with "face-slapping" genre. And the story need a lot of cannon fodders to be "face-slapped" through the story.
