This is the loophole in these society brain. They can't accept warlock to exist but they did nothing with the slavery heh.

It makes sense in this way : Slavery will not negatively affect the nobles/rich(the ones in power), so they won't put a stop to it. Warlocks are powerful, and a peak warlock is more powerful than the others, and can negatively affect the nobles(Assasinations/Thievery etc. by the normal people) and so they will do their best to remove their existence.
