While this is good news for the mummies that the governors are forced to backtracked their orders it sounds to me that Bourgault is STILL blaming Hiroto for his own woes, which most of them are self-inflicted. Sam goes for the other 3 governors thought of banning the mummies from going everywhere to begin with, and now they are getting a second warning about them could potetionally get themselves fired if they keep doing what thy do/

And speaking of blaming, it sounds to me that the last paragraph about Belphegor's quote about revenge thing really reflecting how petty and coward these people really are here. Something tells me that instead of the Hiroto, these obnoxious fools are part of Hybride's woes even before Hiroto arrive to their world back in Volume 1.
