Are we just going to brush off the fact that Yu Qinwang tried to use his political clout to steal a child against his will? What he tried to do is pretty much the same as the abductors.

True. The emperor was totally ready to steal Jing Kong and toss him to the prince, so they're both at fault. I think Gu Jiao's fake burning of the baby was her going easy on them, in deference to the princess' very real grief. She knew who was really at fault. I wonder if she'll go after the emperor or will she leave it there?

I think the emperor did his best in the situation. In order to gain something from peace talks, nations like them are willing to marry a princess over or even send a prince to be a hostage, so what is a commoner child? That's a big bargain! Even if the emperor is unwilling, his minister wouldn't pass this chance. But the emperor delayed, didn't agree right away, and informed MC of the situation. That's the best he could do. As for Yu Qinwang, tsk.
