These is a secondary reason. It's the limit/potential. As the specific place is that of a mining hunting ground. Where those who gave up on aiming high are mining bees. Those who are 30, and still at that lvl won't improve. Nor do they actually protect or cull anything. They let the bees roam for a pay checks after all.
