This story has very little to do with a witch and a Merc, and a lot more to do with a Merc doing side quests while a witch does whatever.

pretty much yeah, that is what make that organization so problematic to deal with, they got bunch of kamikazes at their disposal, and thugs/mafiosos still want to preserve their lifes, it must be veeeeery offputting to them
