Huh? No one would question why it (how SYX stripped two men down to their undergarments at night and stole their sash belts in her hall in board day light) is NOT (considered as) sexual harassment? If their gender are swapped--even if SYX was an otherworldly handsome and charming protagonist, and he did it purely for mischief and showing off his stealing skill--I doubt there would be no one questioning the issue (unless the book has "echi" tag and its demographic market is for male readers, so the readers would be warned about/expecting it as part of joke/humor. But, even in that case, the author would address it as something "shouldn't be done").

Probably because a) she was demonstrating her thieving skills and originally the other two assumed she wasn't the thief and b) in these kind of worlds there is no concept of women sexually harassing men...they just don't seem to see it as a thing. That said men sexually harassing women is often taken as par for course!
