The one major complaint I have so far at this point in the story is that supposedly this resurrection array is large and powerful enough to resurrect soldiers who died in the city... So why did they draw the circle outside the city? Clearly it has enough range to resurrect both inside and outside the city so was there a reason that they had to risk everything to put it out there?

It's honestly quite distressing how the author describing many people belittle the contribution of pharmacist (and doctors and nurses) and logistic teams in an on going war. The guilt and shame they go through because they can't fight in the battlefield and how replaceable their position was. Sigh. Well, in a world that there's no need to be concerned about "dose and response" and all medical treatments were consisting only pouring as much and as highest level potions you can get into the patient or blessing them with priest magic or resurrected them... Where the priest were the best kind of doctors... Where the quality and quantity of food, water, and everything the soldiers use can be provided by the soldiers themselves... If the soldiers really can take care of themselves in dying and utterly exhausted condition and they have enough potions, then it's fair to say they don't need the doctors and logistics team in their war.
