Wasn't resources and money part of the deal? I thought the emperor was suppose to give her everything she needed to build this city! It's fine if he doesn't like her, but to go back on your word which was publicly said is horrible of an emperor!!

No it wasn't... The reason he is a terrible emperor is that he is petty enough to rather the barren land does not come under the control due to a petty grudge...

@prismExactly. He's willing to hold back his countries development just because he has a grudge against the winner if the competition. Definitely not someone who keeps the overall picture in mind
